I solved my own problem, but leaving it here with the answer: I saw this because I'd logged into the DNANexus platform (https://platform.dnanexus.com/) rather than the UK Biobank RAP (https://ukbiobank.dnanexus.com/). Although I could still access my RAP projects, it wasn't showing RStudio.
Yes, the url https://platform.dnanexus.com/ could be used to access both UKB-RAP and non-UKB-RAP projects; while the url https://ukbiobank.dnanexus.com/ could be used only for UKB-RAP project. Logging in to https://ukbiobank.dnanexus.com directly is necessary to occasionally accept term and condition and also use tools that we specifically give permission only for RAP user like Rstudio.
