WGS individual data must not be downloaded. This is a condition of the UKB MTA contract that all applicant institutions have to sign. It is important that it is not downloaded in any circumstances.
There are two reasons why the WGS data is RAP-only. One is the size of the data, and the other is security concerns for potentially-identifiable individuals' data.
Obviously, researchers will need to download the results of their analysis in order to publish. This must not include individual-level data. If you are unsure what level of data may be downloaded, please contact access@ukbiobank.ac.uk and clarify what you wish to download.
